The history of the Montreal Protocol is one of a dynamic and evolving treaty that responds quickly to changes in ozone and climate science, technology, and the needs of industries and countries dependent on ODSs and their substitutes. Following in this tradition, and consistent with the purpose and spirit of the Montreal Protocol to protect the global environment, the treaty should be amended to include high-GWP HFCs among the categories of regulated chemicals. The Montreal Protocol and its Parties have repeatedly recognized the need to address the full environmental implications of their Actions.
