A quarter of a century after the signing of the landmark treaty, we have reduced consumption and production of 97 ozone depleting substances (ODS) by some 98%, setting the ozone layer on the path to recovery. And the reduction in greenhouse gas (GHG) emissions resulting from the ODS phase-out far outstrips the mitigation of
GHGs achieved so far by the world’s climate treaty. Indeed, the Montreal Protocol is not only the best climate treaty we have, it is the only one we are likely to have for at least the next eight years.
